AN ORDINANCE TO /~MEND SECTION 11-108 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, PAqkTA!NING TO CONTRACTS FOR CONSTRUCT- <br />ION OR ALTERATION OF BUILDINGS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that Section 11-!O8 of the Code of the City of <br />Portsmouth, Virginla, 1973, be amended to read as follows: <br /> <br />Section 11-108. Competitive sealed bidding. <br /> <br /> Ail public contracts with nongovernmental contractors <br />for the purchase or lease of goods or the purchase of services, <br />insurance, or construction shall be awarded after competitive <br />sealed bidding or competitive negotiation as provided by this <br />Article. <br /> <br /> No contract for the construction of any building or <br />for an addition, or improvement of an~existing building <br />for which State funds of $i0,000 or more, eitker by appro- <br />priation, grant-in-aid or loan are used or to be used for <br />all or part of the cost of construction shalT' be let except <br />after competitive sealed bidding or competitive negotiation. <br />The proced"are for advertising for bids or for proposals and <br />for letting of the contract shall conform, mutatis mutandis, <br />to this chapter. No person or firm shall be eligible to bid <br />on or submit a proposal for any such contract under competitive <br />sealed bidding or competitive negotiation procedures nor to <br />have the same awarded to him or it who has been engaged as <br />architect o~ engineer for the same project under a separate <br />contract. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held July 26, 1983. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
