That Section 35-31 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended to read as follows: <br /> <br />Section 35-31. Appointment. <br /> <br /> The Delinquent Tax Collector shall be appointed by the <br /> <br />City Manager. <br /> <br /> 2.
