WHEREAS. Norfolk and Western Railway Company and The Virginian
Railway Company have filed their joint applications with the Interstate
Commerce Commission for authority to merge the latter into the former; and

WHEREAS, large numbers of employees of the aforesaid railroads reside
within the City of Portsmouth, although there are at present no physical
properties of either of said railroads within the present corporate limits;
and

WHEREAS, the proposed merger will, in the opinion of this Council,
adversely affect the continued operation of Norfolk and Portsmouth Belt Line
Railroad Company, which railroad is a vital link in the system of railroad
transportation serving the City of Portsmouth and the harbor of Hampton Roads.

NOW, THEREFORE.
