AT A REGULAR MEETING OF THE COUNCIL OF THE CITY OF PORTSMOUTH HELD <br /> IN ITS OFFICES AT CITY HALL, PORTSMOUTH, <br /> the following resolution was adopted: <br /> <br /> A R E S O L U T I O N <br /> <br /> WHEREAS, it has been brought to the attention of the Council of <br />the City of Portsmouth, that there has been to north-south highway east of <br />Interstate #95 that passes through Richmond, which has been designated as a <br />part of the Interstate Highway System, and <br /> WHEREAS, some of the most densely populated sections of Virginia <br />and the adjoining states are along the East Coast, especially from Interstate <br />#95 at Savannah, Georgia, to Interstate #95 at Wilmington, Delaware, and <br /> WHEREAS, the Chesapeake Bay Bridge and Tunnel Commission proposes <br />to construct a bridge-tunnel across Chesapeake Bay completing a fixed crossing <br />connection between the Eastern Shore and the Mainland of Virginia, and <br /> WHEREAS, highways built on level terrain, such as along the east <br />coast, are safer, more pleasant and easier to drive, and <br /> WHEREAS, the more favorable weather along the coast which is <br />warmer in winter reducing the hazards of snow and ice, as well as being cooler <br />in summer and more pleasant driving, and <br /> WHEREAS, the coastal route is known as the Ocean Hiway which has <br />for many years been very popular for north-south traffic between Florida, New <br />York and New England. <br /> NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of <br />Portsmouth endorse the idea of designating a coastal route between Savannah, <br />Georgia, and Wilmington, Delaware, as a part of the Interstate System of <br />Highways, connecting with Interstate #95 in the above general areas. This new <br />Interstate coastal route should also connect with the East-West Interstate <br />Highway #64 in the Tidewater Virginia area, and <br /> BE IT FURTHER RESOLVED, that it be urged upon those who are <br />responsible for establishing such Interstate routes to give due consideration <br />to the benefits that would be derived to National Defense by the construction <br />of such a road, as well as to the safety, convenience and comfort of local <br />and out of state motorists that will use such highway. A road constructed <br />to the standards of an interstate highway is urgently needed to carry the <br />traffic that is now traveling through this area and that will be generated <br />when the proposed Chesapeake Bay Bridge-Tunnel is completed and opened for <br />use. <br /> BE IT FURTHER RESOLVED, that the Council of the City of Portsmouth <br />requests the Virginia State Highway Commission and the United States Bureau of <br />Public Roads to include a north-south route as above outlined in the Interstate <br />Highway System.
