Be it resolved bp the Council of the City of Portsmouth, Virginia,
<br />that it is necessary for the City to acquire the fee simple title in and
<br />to the following described tracts of land in Nansemond County, Virginia,
<br />with the improvements thereon, if any, for use by its Water Department as
<br />a part of its T~e Meade Reservolr:
