WHEREAS, it is understood that the General Services Administration has declared the former post o£fice building iocated au Court and Kine Streets, Portsmouthj Virginia, to be surplus to the Federal Government, it is further understood that the City of Portsmouth may obtain this facility To be used ae a public library, and it is also understood that this ~rans- fer may be made under Public Law 152, Section 205 (k) (1), which ie imple- mented by the Department of Health, Education and Welfare; and WHEREAS, facilities presently available for public library pur- poses in this City are grossly inadequate and this Council desires to pro- vide the best possible library facilities in keeping with the financial ability of the City so To do; and WHEREAS~ should the aforesaid building be made available to the City of Portsmouth under the above cited public law, the City is financially able and willing to renovate the same and thereafter operate it as a public library° NOW, THEREFORE, BE IT P~SOLVED by the Council of the City of Portsmouth, Virginia, that: (a) there is a need and desire that the former post office building in this City be acquired by the City for the purpose of operating the same as a public library. (b) the City is financially able and willing to accept the con- veyance of said property upon the terms and conditions required by taw, and ~o renovate and thereafter operate the same as a public library° (c) the City Nanager is authorized and directed to make applica- tion for transfer of said property, to take all necessary steps to secure transfer of the said property, and ~o accept and record the deed of conveyance thereof with such conditions and covenants therein contained as are required by law.
