~tEP~AS, the "People-to-People Program" was inaugurated in 1956 <br />to establish greater friendship and understanding between the peoples of <br />the United States and other nations through the medium of direct personal <br />contact; and <br /> <br /> ~EREAS, to implement this program the City of Portsmouth and <br />other cities of the United States have been requested through the <br />American Municipal Association to affiliate with a foreign city of <br />similar population and mutual interests; and <br /> <br /> V~HERE~, the City of Portsmouth through its Council does recognize <br />and endorse this program with the hope that it will lead to a lasting <br />friendship b~tween the people of Portsmouth and the people of ~unedin, New <br />Zealand° <br /> <br /> NOW, THEREFORE, BE IT RH~SOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> Section 1. That this Council, on behalf of the people of the <br />City of Portsmouth, hereby extends an invitation to the government and <br />people of the City of Dunedin, New Zealand, to participate with Portsmouth <br />~s ~ts Sister-City in the "People-to-People Program", for the purpose of <br />creating good will and understanding between the peoples of our two great <br />natiOns. <br /> <br /> Section 2. That Benjamin Arthur Haddon is hereby authorized <br />to act as an official representative of the City of Portsmouth, to carry <br />out this program. <br /> <br /> Section 3. That the City Clerk shall forward certified copies <br />of this resolution to the Mayor and Council of the City of Dunedin, the <br />American Municipal Association, the United States Department of State, <br />the Committee on International Municipal Cooperation and the Embassy of <br />New Zealand at Washington, D.
