WHEREAS, this Council on July 24, 1962, did request of the <br />Virginia Department of Highways and the Federal Bureau of Public Roads <br />that the terminus of Interstate 264 between Effingham Street and the <br />Downtown Elizabeth River Tunnel be restudied and redesigned so as to <br />provide a complete interchange making it possible for both eastbound <br />and westbound interstate highway traffic to enter and leave Effingham <br />Street; and <br /> <br /> WHEREAS, this Council on March 6, 1962, pursuant to the Code <br />of Virginia, 1950, did adopt as part of its official long-range Comprehensive <br />Plan, a proposal that would make Bffingham Street the major north-south high- <br />way in eastern Portsmouth and another that would extend Interstate 264 eastward <br />beyond the Downtown Elizabeth River Tunnel to connect directly with Crawford <br />Street, which is planned for extension over Craford Bay so as to tie in with <br />Bffingham Street as a so-called "Outer Loop"; and <br /> <br /> WHEREAS, officials of the Virginia Department of Highways and the <br />Federal Bureau of Public Roads have this 12th day of February, 1965, laid <br />before us a modified proposal for the eastern terminus of Interstate 264; and <br /> <br /> WHEREAS, this plan offered by the Virginia Department of Highways <br />and the Federal Bureau of Public Roads does meet our requirement for a complete <br />interchange in the area between Effingham Street and the Downtown Elizabeth <br />River Tunnel; <br /> <br /> NO~~, THEREFOP~, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the said plan be and the same is hereby endorsed and <br />that the sincere appreciation of the Council is extended to all State and <br />Federal officials whose splendid cooperation produced the modified design lead- <br />ing to fulfillment of several fundamental objectives set forth in the Comprehensive <br />Plan of City. <br /> <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be presented <br />without delay to the Virginia Department of Highways and to the Federal Bureau <br />of Public Roads. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at a <br />meeting held February 12, 1963. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
