WiiEREAS, the Congress oF the United States has bofore it a <br />proposal to restrict the alteration, repair and conversion work on <br />United States Navy vessels on the basis of 65% of such work co naval <br />shipyards and 35% to private yards, and <br /> <br /> WHEREAS~ there is located within the City of Portsmouth, <br />Virginia, a Up S. Naval Shipyard~ and <br /> <br /> WHEF~AS~ the said shipyard employs approximately I0,500 <br />persons with an annual payroll in excess of $72~000,000.00 and annually <br />purchases more than $3,000,000.00 worth of goods locally, and <br /> WHEREAS, the proposed 6S-35 restriction not only would cause <br /> a reduction in the number of 7ersons emFtoyed in the local shipyard but <br /> also would have serious economic repercussions throughou= the entire <br /> community in tho form of increased hnemployment and reduced income, and <br /> WHEREAS, the proposed restriction would have a detrimental <br /> effect on this nation's military preparedness by reducing the potential <br /> of U~ S~ Naval Shipyards because the persons caused to be laid off would <br /> be forced to pursue other occupations in other localities. <br /> NOW, ~[EREFORE, BE IT 2ESOLYED by the Council of the City of <br /> Portsmouth, Virginia, that this body go on record as being vigorously <br /> opposed to the proposed 65-35 restriction on naval shipyard work on the <br /> grounds that such ~estriction would not be in the best interests of this <br /> City~ its citizens and the national defense, and do earnestly and <br /> respectfully request the Congress of the United States not to enacr the <br /> proposed restriction limiting U. S. Naval Shipyards to only 6S% of the <br /> alteration~ renair and conversion work to be performed on U. S. Naval <br /> ships. <br /> <br /> BE IT FURTHER RESOLVED that these resolutions be spread upon <br /> the minutes of the Council and that copies thereof be forwarded by the <br /> City Clerk to the proper persons. <br /> <br /> Adopted by the Council of the City of Portsmouth~ Virginia, at <br /> a meeting held June 18, 1963~ <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
