EESOLUTION DETERMINING THAT A POTION OF THE CITY OF POP~SMOUI~ LOCATED <br />NEAR SCOITS CREEK, IS D~.TERIOEATING AND MAY BE ELIGIBLE FOR CONSERVATION <br />AND REQUESTING THE PORTSMOUTH REDEVELOP~F~NT AND HOUSL~G AUEqORI~ TO <br />I~NVESTIGATE SUCH POI:~ION OF THE CiTY AND, IF CONSERVATION OF ANY MT,TGIBLE <br />AREA %Z~EREIN IS DEEMED BY SAID AUTHORITY TO BE FEASIBLE, TO PREPA~ A <br />CONSERVATION PLAN THEREFOR. <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority, at <br /> <br />the request of the Council, has investigated and reported to the Council on <br />the condition of that portion of the City of Portsmouth bounded generally as <br />follows: On the north by Scotts Creek; on the east by Park View Avenue, <br />south to Bay Street, thence west to the rear property line of Webster Avenue, <br />thence south to Ann Street, thence east to Fort Lane, thence south to the <br />rear property line of Holladay Street, thence west to the Oak Grove Cemetery, <br />thence north along Oak Grove Cemetery and Scotts Creek to the point of <br />beginning, which portion of the City is well known to the members of the Council. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> ~ That it appears to the Council that a certain portion of the City <br />described generally as being bounded on the north by Scotts Creek; on the <br />east by Park View Avenue, south to Bay Street, thence west to the rear pro- <br />perry line of Webster Avenue, thence south to Ann Street, thence east to <br />Fort Lane, thence south to the rear property line of Holladay Street, thence <br />west to the Oak Grove Cemetery, thence north along Oak Grove Cemetery and <br />Scotts Creek to ,the point of beginning is deteriorating and my be eligible <br />for conservation ss provided under Section 36-48.% et seq. of the Code of <br />Virginia, 1950, as amended. It is so declared, and the Portsmouth Redevelop- <br />ment and Housing Authority is hereby requested to investigate such portion of <br />the City of Portsmouth and, if such investigation indicates that the con- <br />servation of any slum, blighted, deteriorated or deteriorating area therein <br />is feasible, to delineate such area and prepare a plan for the conservation <br />thereof. <br /> <br /> <br />
