WH~AB, the Portsmouth Redevelopment and Housing Authority, at the request of the Council, has investigated and reported to the Council on the condition of that portion of the City of Portsmouth bounded generally as follows: On the north by the Elizabeth River, on the east by the east side of Crawford Street, on the south by London Street, and on the west by Washington Street, which portion of the City is well known to the members of the Council. NOW, THEHEFOEE, BE IT ~ESOLVED by the Council of the City of Portsmouth, Virginia. That it appears to the Council that a certain portion of the City described generally as being bounded on the north by the Elizabeth River, on the east by the east side of Crawford Street, on the south by London Street, and on the west by Washington Street is deteriorating and m~y be eligible for conservation as provided under Section 36-48.1, et seq, of the Code of Virginia, 1950, as amended. It is so declared, and the Portsmouth Redevelopment and Housing Authority is hereby requested to investigate such portion of the City of Portsmouth and, if such investigation indicates that the conservatio~ of any sl~m, blighted, deteriorated or deteriorating area therein is feasible, to delineate such~area and prepare a plan for the conservation thereof.
