S~CTI~ 3. ~,fnenever an ordinance is require~ under section one or ~wo of this chapter to be submitted for adoption, modi- fication or reL~al~ to t~he electors of the city at any election, the co~cii shall cause t~ ordnance ~o ~e printed, and it shall be the duty of the city clerk to encZose a printed copz~ thereof in an envelope with a sample ballot, ~nd n~il the same to each qualified voter at least five (5) days prior to the election. The failure on the part of any voter to receive or to be sent such copy and ballot shall not affect the validity of the election.
