equal in number to at least twenty-five per centare of electors voting for <br />governor in the last prece~ir~o~ gubernatorial election and contain a re- <br />quest that the said ordinance be sub~itte~ to a vote of the people, the <br />council shall either (a) pass such proposed ordinance without alteratic~, <br />or repeal such existing ordinance within ten days after determining the <br />sufficiency of the petition, or (b) call a special election at least 30 <br />but not more than 90 d~vs thereafter (tmless a general election is to be <br />held at least thirty and within ninety days thereafter), and at such <br />special or succeeding general election sucln pro~sed ordinance, or the <br />repeal of such exist~ ordinance, shall be submitted without alteration <br />to the vote of the electors of the c~oy. ~ae council may, in its discre- <br />tion, propose an ordinance for substitution, and m~ submit the same to <br />the electors at the same election. If a majority of the qualified <br />electors votir~ on a proposed ordinance shall vote in favor thereof, it <br />shall thereupon become a valid and bindi~m~ ordinance of the city, and the <br />same shall not be repealed or amended, excep~ by a vote of the electors <br />within two years thereafter~ If the majority of the qualified electors <br />voting on the repeai of an existing ordinance shall vote in favor of its <br />repeal, it shall thereupon become of no force and effect~ <br /> When there are two or more ordinances preposed to accomplish the <br /> same purpose, the council sb~ll cause a statement to this effect to be <br /> printed upon the ballot, and t~e ballot shall be so arranged that the <br /> voters may (first) vote for or against the adoption of any and ail <br /> ordinances for the sa~e pttrpose, and (second) may express a preference <br /> for any one of such ordinances. If a majority of the voters on the <br /> first question is affirmative, th~n the ordinance receiving the ~highest <br /> number of votes shall become law~ and the others shall fall of passage~ <br /> In case t~o or more ordinances of the sam~ tenor are tied for the high- <br /> est vote, they shall be re-submitted at the next general A~ <br /> election. <br /> <br /> The council may submit the rspeai or modification of any <br /> ordinance adopted hereunder, to be voted upon at any general election <br /> succeeding its adoption. <br /> <br /> CHAPTER X. SECTION 2.
