CHAPTER V. SEc"I'±ON 62. Special Police. The city manager may appoint such employees of the city as he shall determine to,be special policemen who while in the performance of their official duties Shall have the powers and duties of policemen. The city manager may appoint, without examination ofany kind, one of the members of the fire department to the position of deputy fire c~ief at ~such rank and Such salsry as may be fixed by ordinance. No one may be appointed deputy fire chief who has not been a member of the fire department for at least ~ten years and held the rank of assistant chief therein for at least one year.
