5. That the special cit. ywide campaign to rid Portsmouth of <br />vacant-abandoned-dilapidated atructures not securely boarded against <br />entrance by unauthorized persons is hereby adopted as a continuing <br />program and the Codes Enforcement Administrator is authorized and di- <br />rected to pursue elimination of these tb_reats to community deterioration. <br /> <br /> 6. That every possible effort will be made to adopt by the end <br />of this fiscal year a new comprehensive plan for the enlarged muraicipality, <br />to extend neighborhood analyses across the Elizabeth River to encon~pass <br />the newly annexed area, and to adopt asix year capital budget and public <br />improvements program for the new City 0f' Portsmouth. <br /> <br /> 7. That under the Workable ~rogram Coordination Committee, re- <br />search will be accelerated to determine some feasible method for en- <br />forcing provisions of the ~ Housing Cede w~ich stipulate that a <br />vacant dwelling unit may not be rented unless and until 'it complies with <br />all standards set forth in the codes. <br /> <br /> Adopted by the Council 0f the City of Portsmouth, Virginia, at a <br />regular ~ublic meeting held on October 24, 1967. <br /> <br /> Taste: ~ <br /> <br />City Clerk <br /> <br /> <br />
