A RESOLLri~ON SE%'±'ING .FORTH PORTSMOUS~{'S DECLARATION OF <br />POLICY IN CONNECTION ~YiTH ITS WORKABLE PROGP~kM FOR <br />CO~4UNITY LMPRO~. <br /> <br /> WHEREAS, on October 3, 1967, when the special Annexation Court~ <br />handed down its final decision, mutually agreed upon ~by the two cities <br />involved, concluding an ordeal which began on December 5, 1961, Portsmouth <br />faced a 90-day period of preparation for extending mumicipal services ~to <br />12,000 new citizens over ten additional square miles of land s_~ea; and <br /> <br /> WHEF~AS, during October, 1_967, application must be made to the <br />U. S. Department of Housing and Urban Development for recertification of <br />the Portsmouth Workable Program for Community Improvement, a seemingly <br />unrelated but actually integral act bearing upon the future of this old <br />urban core commtm~ty; and <br /> <br /> WHEREAS, partial reunification of a Nineteenth Century "URB" with <br />its new layer of ~entieth Century "SUBL~%BS:' dilutes destructive metro- <br />politan core effec~ts of rampant obsolescence and social deterioration; <br />and.accepting Federal Urban. aid is no longer debatable, so great is the <br />need of.all cities; and Portsmouth's fire resolve as expressed in past <br />Workable Program Decla~ations to strive for the broadest possible <br />c~mmunity growth and renewal is moving forward and hereby reaffirmed. <br /> <br /> NOW, THEREFORE, BE iT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, as recommended by the Planning Conmmission on <br />October t0, 1967, that the City of Portsmouth hereby proposes the fol- <br />lowing seven tangible steps in further developing its Workable Program <br />for CoWry Improvement: - ~ <br /> <br /> 1. That the action proposals outlined in this application rom <br />by the City Manager will be pursued diIigently. <br /> <br /> 2. That Portsmouth will pursue the National '~d0DEL C±~±~lb~'' <br />program in hopes of producing "A Demonstration of Militarily Impacted <br />Renewal kreaLeadership" whereinUncle Sam canexperimentally assist <br />firsthand in correcting urban problem conditions resulting from his <br />presence. <br /> <br /> 3. That ~irectcitizen participation in the affairs of our munic- <br />ipal goverrment on the part of newly annexed residents may actually pre- <br />cede their official transfer into the City of ?ortemouth and will be <br />actively sought as a policy of this municipality. _ <br /> <br /> 4. That continued support of the SoutheastermVir~inia Regional <br />Planning Commission will accompany efforts on the part of our r~re- <br />sentatives to that agency and the Elizabeth River Tunnel Commission on <br />behalf of a metropolitan core masstransit s%udy. <br /> <br /> <br />
