A ~LUT_.~ON TO PROVIDE FOR THE ~Y0LFAL OF CKRTAIN STEPS ENCROACH]~G <br />UPON ~'~'~NGH~M S~Z~ST iN ZHE CITY OF P0.~SMOb~i~_d, VIRDINIA, PD~RSU~2.~ <br />TO CHA_P±~ III SECTION 300F ~ CITY CH~J~i*~ OF ~ CiTY OF PORTSMOUTH, <br />~-IRG~iZ[A (Acts 1908, ~napter 157), SAID Pc~,~OVAL BE~J~G NZCESSARY TO ~rL~ <br />SAFETY OF ~HE PUBLIC. <br /> <br /> ~D~GEAS, the front steps of those certain pre~Xses know~ and <br />designated as 1009 Eff'~ngham Street, Portsvn._outh, Virginia, encroach upon <br />the right of way of the said stree~ and <br /> <br /> ~Z~EREAS, the aforamentioned steps as they are presently situate <br />create a hazard to the public; and <br /> <br /> ~S, Webster Watts and Vivian L. Watts who reside at 2300 <br />Richmond Avenue, Portsmouth, Virginia, and parties unknown: the heirs of <br />Christopher C. Watts are the o¢¢ners of the said premises; and <br /> <br /> ~E~AS, the said Webster Watts and Vivian L. Watts have been <br />requested to remove the said steps on nu~reus occasions, but have failed <br />and refused to do so. <br /> <br /> NOW, THERF~RE, BE IT WRESOLV~D by the Council of the City of <br />Portsmouth, Virgi~ia~ pursuant to Chapter III Section 30 of the City Charter <br />of the City of Portsmouth, Virginia (Acts 1908, Chapter 157): <br /> <br /> Section i. The City Manager or bis authorized representative is <br />~Lreated to order the said Webster Watts and Vivian L. Watts to remove <br />the front steps of the premises known and designated as 1009 Effir~m <br />Street, Portsmouth, Virginia, encroaching upon the 'street rig~at of way <br />~¢itb_in ten days from the date of the adoption of tbis resolution. <br /> <br /> <br />
