Thst it is hereby found and determined that the finch- cia! aid provided and ~¢ -se prov~ded pursuan~ to the con~rac~ (s} for Pederal financial assistance pertain- ing to hhe Projec~ is necessary to enable the Projec~ to be undertaken in accordance with the Conservation Plan for ti~e Projec~ area. That it is hereby found and determined tha~ the Con- serv~tion Plan for the Conservation Area will afford 'm. aximum opportunity~ consistent with the sound needs of the Locality as a ~vhole~ f~r the Conservation of the Area by ~rmvate enterorise. That it is hereby found and determined that the Con- servation Plan for the Conservation Area gives due consideration to the provision of adequate park and recreational areas and facilities as may be~desirable for neighborhood irnprovemen~ ,a,i'~h special consi- deration for ~he heaith~ safety, and -a, elfare of chil- dren residing in the general vicinity of the site cov- ered by the Plan.
