I~i-i]EREAS~ zhere has been -~re'aar~d ar_d referred to the Council of thc City of Perish_curb ,'-~ -~:~ ~.e~ ~ cai_aa the Oove~ng Body~ ) ~or reviev~ and apero- vat of a Conservation Plan for the Project area~ dated i¥1ay 1968 and consisting o~ 24 pages and ! exhibits: supported by the foiler, dug suppiernen:ary m~aterial, da~a: and reco~P~mendations: e'hich ~P~ateria], date, and reco~m_enda~ions are no~ a ~ar~ of the Conservation Plan: Ninal Project ~eper~: Part i-Application for Loam and Orant~ Olde To.ne Conservation Project, Projec~ No. dated ~arch 1967~ and WHEREAS, [!ce Conservation Plan has been approved by ~:l~e Governing Body of the Local Public Agency~ as evidenced by Tine copy of said Body's d"o2y certified resolution approving the Conservati}n Pian, which is az~ached thereto; and ¥~HEREAS, a general plan has been prepared and is recognized and used as a guide for the general develooment of tt~e Locality as a whole; and ¥~H~REAS: the Conservation Plan for the Projec~ area prescribes certain land uses for the Prcjec~ area and v/ill require, among other things, (changeg in zoning, ~he vacating and rem~oval of s~ree~s, alieys~ and other public v~ays, the establishn~en~ of ne~v s~raet pa~erns, the location anm relo- cation of server and x~-a~er mains and other p_blic faci}ities~ and other public action); and iVHEREAS, the Local Public Agency has prepared and submitted a ere- gram for the relocation of individuals and families ~hat may be displaced as ~ result of carrying ou~ the Project in accordance -~vith the Conservation Plan; and WHEREAS, ~here have aisc been presented to t'ne Governing Body infor- mation and data respecting the relocation programme which Has been prepared by the Local Public Agency as a result of sr~umies, surveys~ s~nd inspections iN the Pro- ject area and the asse~._b!ing and analysis of the data and infor~q'~a~ion obtained fror-a such stadies: surveys, and inspections; and IYHEREAS, the raenubers of the Governing Body have general kno~vledse ¢£ the conditions prevailing in the Projec~ area and of ~he availability of proper housLng in the Locality for~the relocation of individuals and families that ~ma¥ be disnlaced from the Project area and: in ~he light oi such kno~vledge of local housing conditions, have carefully considered and reviex~ed such proposals for retocation; and WHEREAS, it is necessary that the Governing Body take appropr~a:e official action respecting the relocation program and the Conservation Plan for the Project, in conformity ~-ith the contrac~ (s) £or £inancial assistance betxveen the Local Public ~%gency and the '~-nited S~a~es of America, ac~ng by and through the Secretary of Housing and Urban.
