RESOLUTION OF LOC~L OO\r~TdWG BODY ~i~PR0¥~NG FREQJEST FOR Fi~A~CIAL ASSIST~WCE TO PL,^¢N ~ DEVW~LOP A C0?~SZ~E CITY D~_~ONSTP~gTION PROGP~ ¥~w~&S~ the City of Portsmouth desires ~o um_derts~ke a co~rehensive city demonstration prog~s/a to rebuild or revitalize large sl~ ~nd blighted areas s~nd generally ~mprove livi~ conditions for the people who live in such areas~ s~nd WZ~'~JiS~ the Secretar~y of Housim~ and Ur%ar~ Devel%Dment (here= after referred to as the '%ecreta~~) is authorized p~msuams to Title I of the Demonstration Cities sa~_d Metropolite~n-Development Act of 1966 ~o ~ake grs_nts to, and contract with~ City Demonstration Agencies to pay up to 80 percent of the costs of ptanni~g and developir~ such coz~prehensive city demonstration programs: NOW~ ~HEREFORE~ be it resolved by the Co~r~cil of the City of Portsmouth as follows: Section t. Approval is hereby ~snted (1) £or the submission by the City of Portsmouth of a re~uess for fir~ncial assists~nce for the plaD~ir~, and development of a co~orehensive city deronstrasion program~- (2) for the provision of a~ny ir~fo~.tion or docu_mentation concerning the preps~ration and content of such program as ~.iy be required by the Secretary; ~ld (3) for the representation by A. P. Johnson~ Jr., City M~_nager~ or his law,il successor~ as the authorized representative enmowered to act on behalf of the City of Portsmouth in connection with all matters pertainir~ to the request for financial assistance. Section 2. ~ne City of Portsmouth hereby agrees to comply with the regulations of the Secreta_~- effectuating Title Vi of the Civil Rights Act of 1964, which provide that no ~erson shall, on the gromnd of race, color or national ori~in~ be excluded fr~m participation in, be denied the banefits of, or be subjected to discrimination in the under- taking of any of the projects or activities assisted under Title I of the Demonstration Cities and Metropolitan Development Act ~f 1966. Section 3. ~ne said A. P. Johnson, Jr., City [~,~nager of the City of Portsmouth is hereby authorized to execute said proposed Contracs in three cou_nverparts, and Csmoline Oort, City Clerk~ is hereby authorized smd directed to impress and attest the official seal on each such counterpart and to ~o~ws_~d such counterparts ~o the Secretary for execution on behalf of the Oove~mnment~ together ~ith such other documents relative to the approval and execution thereof, as well as to this Resolution as ~iy be required by the Goverr~ment. Section 4. The said A. P. Johnson, Jr., City Mmnager, or ~is ta~mful successor, is hereby authorized to file requisitions, together with necessa-~- supporting doc~ments, with the Goverr~ent~ from time to tLme as grant funds 8~re req'o~red, requesting payments to be ~ade on account of the grant provided for in the said Contract, and to do and perform all other things and acts requ~ed to be done or perfo~ned in order to obtain such pa~vments.
