<br /> Wr~iwE~, the City of Portsmouth is authorized to establish or en-

<br /> sevmge disposal systems, mud under and by wrtue of C~ap~er D oZ' 'l~±e AD.
<br /> of the Code of Virginia, 1950, the Council of any City in this State which
<br /> is authorized to acquire, ~utain or establish a revenue producing under-
<br /> taking consistiug of ~ter, sewer, and sewage disposal systems, or other
<br />specific u~lertaking from which the City nmy derive.a revenue, .m~v in ac-
<br />-~ordauce with Section One Hundred and TWenty-seven, clause (b) of the Consti-
<br /> tution of Virgirda, issue so many bonds as may be necessary to acquire, main-
<br /> rain or establish such revenue producing ~mdertaking, or other specific under-
<br /> taking; and
<br />
<br /> WHEREAS,, it-is necessary and expedient to make certain improvements,
<br /> extensions and additions to such revenue producing undertaking consisting of
<br /> the water~ sewer, and se-~age disposal systems of the City of Portsmouth and
<br /> to borrow'for that purpose the ~am of O~e M~llion Dollars and to issue
<br /> bonds therefor; and
<br />
<br /> WHEREAS, Section One Hundred and Twenty-seven, clause (b), of the
<br /> Constitution of Virginia, recuires the ordinance authorizing the issuance
<br /> of. such bonds to be approved-by the affirmative vote of the majority of the
<br /> qualified voters of the, City voting upon the question of their issuance at
<br /> the general election next succeeding the enactment of the ordinance, or at
<br /> a special election held for that purpose; now therefore;

<br /> I~IPR~£, by virtue of an ordinance adopted by the Council of the
<br /> City of Portsmouth on the eighth day of October, 1968, entitled, "An 0rdi2
<br /> hence to Authorize the Issuance of Two Million Five Hundred Thousand Dollars
<br /> of Bonds to be Known as Utility Bonds, for the Purpose of ~&~ing Improvements,
<br /> Extensions and Additions to the revenue producing mndertaking of the City
<br /> consisting of its ~ter, s~er, and se~ge disoosal System~, pursuant to
<br /> Sect.ion Or~ Hundred and ~enty-seven, Clause (B), of the Constitution of
<br /> Vir~a, and Cbaoter 5 of Title 15.1 of the Code of Virginia, 1950", the
<br /> Court of Hustings-for the City of Portsmouth, by an order entered on the
<br /> eleventh day of October, !9~8, *d~rected that there be submitted to the
<br /> qualified voters of the City of Portsmouth a% an election to be held on
<br /> the fifth day of November, 1968, the question whether the bonds authorized
<br /> by the said ordir~_nce should be issued; and --
