Wilkinson has filed an application ptu~suant <br />to Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1961, <br />for the granti~ of a use pe'r~it as hereinafter described; and <br /> <br /> I~iEREAS, the applicsmt, the Pl.armingDirector and the City <br />Manager have done all things required to be done in connection with said <br />application. <br /> <br /> NOW, ~L~-ORE, BE IT RKSOLVEDby the C~mncil of the City of <br />Portsmouth,~ Virginia: <br /> <br />TD~t the use for which the use permit hereinafter <br />described is sought (1) will not adversely affect <br />the health or safety of persons residing or wo~_ng <br />in the neighborhood of the proposed use, (2) will not <br />be detrimental to the public welfare or injorious to <br />property or J_mprove~r~nts in the neigjnborhood, and <br />(3) ~11 be in accord wit~ the ptu~poses of said ZorLirg <br />Ordinmnce. <br /> <br />That Jack B.
