'The heirs of the deceased o~ner of record cannot be located and it appears quite likely that the o~y ~ay the title to th~s proper~y may be acquired is th~oujh an eminent domain proceeding. This strip of land c~nstitutes a blight, and will adversel~ affect the development and expansion plans of'those properties not to be acquired within the said block and ~ill possibly affect the interest of ~hese property owners in the acquisition of property of the Housing Authority. ...f-. .
