A RESOLUTION AU-fHORIZING APPLICATION FOR GRA~YT FOR FEDERAL FL~DS L~DER ~ HILL-BURTON ACT WHEREAS, the Hill-Burton Act authorizes the makirg of grants of Federal funds to any local public body or agehcy to assist in financirg the cost of construction of Ca~munity Health Centers; and WH~, the City of Portsmouth (herein sometimes referred to as "applicant") deams it necessary m~d in the public interest to cormtruct a Cmrmunity Health Center and to undertake such project ~th Federal grant assistance. N~'~, THERF~ORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That an application on behalf of the City of Portsmouth be made to the United States Department of Health, Education and Welfare through the Virginia parhment of Heszlth for, ~ grant under the Hill-Burton Act in an smount equal to 55% of the construction costs of the Co~mumity Health Center,-such construc- tion costs now estimated to be $400..,000.00. 2. That A. P. Johnson, Jr., C[ity Mamnager, is here- by authorized amd directed to execute ar~ file such ap- plication, to execute such contract or contracts as may be necessary, to provide such infomnation and furnish such documents as may be required by the United States Departmen~ of Health, Education ar~ Welfare a~d the Virginia Department of Health, and to act as the au- thorized representative of the applicant i~ the ac- complishment of the C~ur~ity Health Center Project. 3. That in accordance with Title VI of the CiviI Rights Act of 1964, no person shall, on the grour~ of race~ color~ or national origin, be excluded frmm parti- cipation in, be denied the benefits of, or be subject to discbimination in the undertakirg amd carryir~ out of this project.
