SECTION 3. Authorization of Lease Amendment Negotiations. Subject to the provisions of Section 4 h~reof, the proper officers of the City are hereby authorized to enter into negotiatiohs wit~ the Authority and the Co~mission whereby the Lease shall be revised, amended and supplemented as ~y be necessary, desirable or advisable to per'it the Commission to issue and sell ]ong~term revenue bonds or carry out other revenue financing, So that the Commission may ~ carry out its statutory purposes and powers; provided, however, that any Such amendments, revisions and supplements sb~ll be sdbmitted to this Council for its approva! before they s~ll take effect. ~ SECTION ~. Payments by Co~ssion. The conveyance authorized in Section 2 hereof s~hall not be made, nor shall ~he negotiations authorized in Section ~ hereof be commenced, u~Iess and until the Con,mission shall have paid to the City au amount equal to the difference between $4,~50~000 and the total amount expended by the City for costs of the facilities to which the Port Facility Contract pertains and costs of acquiring the parcels of lsnd described in Section~2 hereof and cons~ructing improvements thereon; provided, however, that the total payment to the City required by this section shall not_exceed $1,500,000 in any event, and provided f~rther, that if the City has received,
