RESOLUTION OF THE COUNCIL OF THE CITY <br />OF PORT~MOUTH, VIRGINIA, APPROVING THE <br />CONSERVATION PLAN AND THE FEASIBILITY <br />OF RELOCATION FOR THE PARKvIEV; CONS-/. <br />ERVATION PROJECT, PROJECT NO. VA. 1{-48 <br /> <br /> WHEREAS, under the prowsions of Titls I of the Housing Act of 1949, as <br />amended, the Secretary of Housing and Urban Development is authorized to pro- <br />vide financial assistance to Local Public Agencies for undertaking and carrying <br />out conservation projects; and <br /> <br /> V~HEREAS, it is provided iH such Act ~hat contraqts for financial aid <br />thereunder shall require that the Conservation Plan for the respective project <br />area be approved by the governing body of the locality in which the project is <br />situated and that such approval include findings by the governing body that: (1) <br />the financial aid to be provided in the contract ts necessary to enable the project <br />to be undertaken in accordance with the Conservation Plan; (2) the Conservation <br />Plan will afford maximum opportunity, consistent with the sound needs of the <br />locality as a whole, for the rehabilitation or redevelopment of the Conservation <br />area by private enterprise; (3) the Conservation Plan conforms to a general plan <br />for the development of the locality as a whole; and (4) the Conservation Plan <br />gives due consideration to the provision of adequate park and recreational areas <br />and facilities, as may be desirable for neighborhood improvement, with special <br />considera~tion for the health, safety, and welfare of children residing in the general <br />vicinity of the site covered by the Plan; and. <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority (herein <br />called the "Local Public Agency") has entered 'into a planning contract fo-r financial' <br />assistance under such Act with the united sta~es of America, acting by and through <br />the Secretary of Housing and Urban Development, pursuant to which Federal funds' <br />were provided for the preparation of S~r~eys and pla'ns f?~ the Pa~kview Censer- <br />v~tion Project, Project No. Va. R~48 (he~ein called th~ ProJ,.ect ) and enc6m- · <br />passing the area described on t~e attached Boundary Description, locatedin the · <br />City of Portsmouth, Virginia (herein cal'led the "Locality"); and <br /> <br /> WHEREAS, the Local Public Agency has made detailed studies of the ' <br />location, physical condition of structures, land usej enviromentaI influences, <br />and social, cultural, and economic conditions of the P~roject area and has deter- <br />m~ned that the area is a blighted, deteriorated or deteriorating area, susceptible- <br />of conservation but under existing cond~itions is detrimental and a menace to the <br />health, safety, morals and welfare Of ~he inhabitants and users thereof and of <br />the locality at large, because of the following: 55. 1 of the 99.5 project acres, <br />or 55.4 percent are in a blighted, d~te[riorated or deteriorating o~ exert a Bli~htln~ <br /> influence;474 of the 505 principal buildings ' or o3 8 ..2~2~i&~ ~__: ~.~ ,' . ~ <br />deteriorated; and the clearance of 35 ~rincin~] h,l~,~=~.
