RESOLUTION REQUESTING ~HE ~IMMOh~EALTH OF VIRGINIA TO ASSUME THE <br />.--ENTIRE COST AND OPERATION OF ALL WE. LW~J~E PROGRAMS IN VIRGINIA <br /> <br /> WHEREAS, the administration of all welfare programs in Vir- <br />ginia ~re governed by regulations promulgated by the appropriate <br />federal aud state agencies and there ~is no local discretion in these <br />matters; and <br /> <br /> WHEREAS, the benefits of these various programs are increased <br />from time to time vdthout the concurrence of local governmental units; <br /> <br /> WHEREY~, these increased benefits mean increased local cost <br />which in turn increase the tax burden of each citizen; and <br /> <br /> WHEREAS, residency is no longer a requirement for eligibility <br />for welfare benefits. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it hereby strongly urges the Commonwealth <br />of Virginia to assume the entire cost and operation of all welfare <br />programs in Virginia for the following reasons: <br /> <br /> ~ 1. Localities have no control over the administration, and <br />operation of these programs. <br /> <br /> 2. Localities are suffering severe financial strain result- <br />Lug from increased cost of all kinds, but especially increased welfare <br />benefits. <br /> <br /> 3. Operation. by the state would result in greater efficiency <br />and economy in the administration of these programs. <br /> <br /> BE IT FURT~r~R RESOLVED that a copy of this resolution be <br />forwarded to the Governor of Virginia and each member of the Ports- <br />mouth delegation to the G~neral ~ssem~ty of Virginia. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held October 14, 1969. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
