· RESOLUTION ENDORS~G THE URB~{ TR~W?IC OPERAI~iONS PROGR~,% TO ~'.~ROVE CAPACIT~ AND SD_~ETY (TOPICS) ~ND DESIGNATIN~ THE SOUTY~STE~W YIRGINZA REGIONAL PLANNING CO[~,~ISSION AS THE COORDINATING AGENT FOR SAID PROGP~2,[. ~AS. the Southeastern Vir ~g!r~a Regional Planning Co~7mission has recommended endorsement of the establishment of an Urban Traffic Operations Program To Improve Cs~acity and Safety (TOPICS) and a Type II System of roadways as presented by the Virgir~ia Department of Kighways and amended by the eligible local jurisdictions; and, W~PdEAS, the TOPICS Program is a new Federal-aid Program to im- prove road~.~ys classified into a Type II System w~ich are not now eli- gible for Federal aid; and. WY~REAS. the financing of the TOPICS Progr~ will be 50% Federal~ 35% State and 15% local; and. %~E~S, the justification of the proposed i~orovemenvs can be best accomplished by a regional approac~ with the local share distri- buted on a per capita basis; and, ~z~REAS, the Southeastern VirgiD~a Regional Plant. lng Commission approves the endorsed Type II Systam for all cities of the Region; NOW. ~ORE, BE IT RESOLVED b -' ~ y vn~ Council of the City of Portmmouth, Firginia~ that it hereby endorses the Urbs_n Traffic Op~era- tions Pre.am to ~rove Capacity and Safety (TOPICS) and desig~m~tes the Southeastern Virginia Regional Plarming Co~r-~ssion as coordinatir~ agent for the Regional TOPICS Progr~ as an addition to the current Continuing Transportation Ptsmm_~ng Process. BE IT ~dR~.~R Pw~ESOL~D that this Comnci! hereby agrees t?~t the local cost for the program of evaluation ~and plan shall be prorated on a per capita basis, but excluding Nsmsemond County w~ch is ineli- gible for participation in the p~ogrs~m, Adopted by the Co~uncil of the City of Portsm~outh Virgir~ia at a meetir~ held on April 8,~o9~°~.
