A RESOLUTION AUI~HORIZING THE CITY MANAG~ TO MAKE APPLICATION FOR A GR&\~2 FROM THE VIRG~]~ZA CO~,~IS- SION OF OUTDOOR RECREATION TO FIN.~NCE THE FHASE I DEVELOP~ OF ~HE PORTSMOU~ MUNICIPAL PARK. Whereas, the V~rginia Co~r~ssion of Outdoor Recreation is authorized, as the designated representative of the Co~nonwealth, to apply on behalf of municipalities to the United States Burea~ of Outdoor Recreation, U. S. Department of the Interior, for federal i~nds granted under the Land and Water Conservation F~nd Act to match state and locally appropriated funds for the development of local outdoor recreational areas; and Whereas, the City of Portsmouth deems it necessary, wo~sh- while and in the public interest to develop a regional outdoor recreationsfl, facility on property it o'~ns in Nansemond County, known as the Obici Farm, for the health, welfare and recreational enjoyment of the citizens of Portsmouth and the region. Now 5herefore, Be It Resolved b~ the Council of the City of Port. smouth, Virginia, that: (1) Aubrey P. Johnson, Jr., City Manager is authorized to sign and sub,it the required application, and all subsequent docu- ments~ to the Virginia Conm~ission of (~atdoor Recreation requesting a grant from federal and state f~ds of $225,000.00 or' an amount equal to 75% of the cost of financing the Phase I Development ~f The Portsmouth Municipal Park~ such development cost now estimated ~o be $300,000.00. (2) That the Council Sf the City of Portsmouth, Virginia, will appropriate $75,000.00 or an ~mount equal to its local share of the financing of such project, upon the f~aal approval of such grant as requested. (3) ~nat the City of Portsmouth, Virginia, a~rees that it ~ritl not deny ~ny person on the basis of race, color, or nationaI origin the use or benefit of such recreatior~i facility as is develop- ed pu~rsuant to this proposal, and that it shall comply with the ter~s and intent of Title ~I of the Civil Rights Act of 1964 and the regu- !ations pron~ulgated pu~sus~nt to such Act by the Secretary of the Interior.
