~P~..SOI~3~ ~.ION AUTHORIZING APPLICATION FOR G~_NT <br />FEDERAL FUNDS L~NDER NEIGHBORHOOD FACILITIES PROGRAi.~ <br />EOR N~EW USO FkCILITY. <br /> <br />86 <br /> <br /> W~EkEkS, Section 703 of the Housing'and Or~a~ De~etop- r ~ _ <br />--ment Act pf ~965 authorizes the makin9 of gran~s~of~?edera1 ~funds ~ _ ~ <br /> %o any loc~L~ublic body or agency to assist ~u financing ~he ~'~-~ ~ <br /> <br /> developmen~0~t of neighborhood facilities necessary for carryin~ ~ <br /> out programs of community service; and <br /> <br /> WHEREAS, the City of Portsmouth ~eFein ~sometim. es ref-er-- <br />red to as "Applicant~) deems it to be necessary and in the public <br />interes~ to provide certain facilities of the type contemplated <br />in said Section 703 and to ~ndertake a project (hereinafter called <br />the ~Neighborhood Facilities Project") with Fed~irg~nt a~siat- <br />ance, described as USO Neighborhood Facility in Southside; and <br /> <br /> WHEP~AS, it is recognized that the Federal contract for <br />such financial assistance pursuant to said Section 703 will impose <br />certain obligati~ns~and responsibilities uoon~the Applicant~and <br />will re,hire~ ~mong other things ~'1) t~e pr~vision of the local <br />share of the cost of the USO Neighborhood Facilities Project, (2) <br />the provision for an obligation by the USO Governinc Body which <br />has been provided to finance necessary operatin9 cost for said <br />facility, (3) assurances that families or individuals displaced <br />as a result of the development .of the Neighborhood Facilities <br />Project will be offered decent, safe, and sanitary housing within <br />~heir means, and the making of~relocation payments in accordance <br />with the regulatiens of the Department of Housing and Urban Develop- <br />-me~t; and <br /> <br /> ~EREAS, Title VI of the Civil Rights Act of ~964, and <br /> the regulations of the Department of~Housin? and Urban Development <br /> effectuating that Title provide that ~o person shal!~ on the <br />~ground of race, color, or national origin~ be excluded from partici- <br /> pation in, be denied the benefits of~ or be subject to discrimi- <br /> nation in the undertaking and carrying out of projects receiving <br /> Federht financial assistance~ <br /> <br /> TME COUNCIL OF THE <br /> NOW, THE2F~ORE BE IT RESOLVED BY ~ <br />CITY OF PORTSHOUTH, VIRGINIA: <br /> <br /> Ii That an application on behalf of the City of Ports- <br />mouth be made to the Department of Hous'ing and Urban Develooment <br />for a grant under Section 703 of the Housing and Urban Development <br />Act of 1965~ in an amount e~ual to two-third~ of the development <br /> <br /> <br />
