72 A RESOLUTION EXPHESSI2~G SUPPORT FOR ~,~0 CONGRESSIONAL BILTS PROPOSING ~VENUE SHARING WITH )%~U[CIPALITIES. WHEREAS, there are now before the Co ~rgress of the United States two bills awaiting consideration which propose revenue sharing with muni- cipalities; and WHEREAS, the Administration's proposal (S-2948) provides in the first year Five Hundred MH]]~on ($500,000,000.00) Dollars to.be shared nationwide by municipalities and further provides increases to Five Bil- lion ($5,000,000,000.00) Dollars by the fifth year; and WHEREAS, the bill proposed by the Advisory Co~ssion on Inter- governmental Relations (S-2483) provides for an initial distribution of Three Billion Four Hundred Million ($3,400,000,000.00) Dollars increasing to Five Billion ($5,000,000,000.00) Dollars by the fifth year; and WHEREAS, because the cost and expenditures of all municipalities throughout the nation are b&co~v~?~ burdensome t8 their residents, it is necessary that increased funds be returned to-the nmmicipalities and these revenue sharirg bills provide for this; and V~J~EAS, such programs are necessary andvital to the future welfare of the City of Portsmouth and all other mmaicipalities of the Commonwealth of Virginia. NOW, THEREFORE, BE IT RESOLVEDby the Council of the City of Portsmouth, Virginia: 1. That the Council of the City of Ports.~outh strongly supports these bills which provide for revenue sharLng mud urges the Congress of the United States to call hearings on both said bills. 2. And the Council of the City of Portsmouth further endorses for passage the bill proposed by the Advisory Com~zission on Intergovern- mental Relations in that such bill more adequately provides for the urgent and compelling neads of the municipalities.
