A RESOLUTION TO ENCOURA~ ~.'NCORPORATING RADIOACTIVE FALLOUT PROTECTION AGAINST NUCLEAR RADIATION LN N~W STRUCTURES. WHEREAS, the objective of the City Council o£ Portsmouth, V~rginia, is that radioactive fallout protection be provided for all its citizens whether at home, work, school, or elsewhere in the City; and WHERe%S, the cOmmunity Shelter Plan pertaining to the City of Portsmouth, Virginia~ discloses the need for additional protection in certain areas of the City against the damaging effects of radios active fallout in the event of nuclear attack; and ~S, a need for such protection may continue to exist in the future; and WHEREAS, it is in the best interest of the occupants and users of newly constructed buildings to be provided with adequate shel~er pro- tection on the pramises; NOW, THERk~ORE, BE IT EESOLVFD by the Council of the City of Portsmouth, Virginia, that architects, builders and developers be en- couraged to make appropriate provisions in their desi~as, or otherwise, to provide adequate fallout protection against nuclear radiation Lu the event of nucIear attack, for the occupants and users of the buildings or structures under consideration. BE IT ~ RESOLVED that it shall be the policy of the City of Portsmouth, Virginia, to incorporate such protection to the fullest extent possible in newly constructed City oWned facilities, especially those that may be built in the areas ~ere a shortage 6f · protection exists.
