That the proposed Urban Rene~l Area described above is a blighted, deteriorated, or deteriorating area appropriate for .an urban rene~t project and that certain areas ~[thin the area described above appear to be deteriorating and may be eligible for conservation as provided under Section 38-48.1, et. seq.. of the ~.Code of Virginia, 1950; as smended, and mt is so declared, and that the undertaking by the Portsmouth Redevelopment mud Housing Authority of surveys and plans for an urban rene~! project of the c~racter contemplated by Section 110 (c) of Title I in the proposed Urban Re- newal Area is hereby approved. 2. T~t the financial assistance available under Title I is needed to er~ble the Portsmouth Redevelopment s_nd Housing Authority to finance the planniog and underta~ing of the proposed Project.
