RESOLUTION APPROVING THE APPLICATION FOR A COMPREHENSIVE PLANNING ASSISTANCE GRANT (CPM 6041.1A), AGREEING TO COMPLY WITH SAID PRO- GRA~ REQUIREMENTS, AND AUTHORIZING THE CITY MANAGER TO SUBMIT THE APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR F~DING. WHEREAS, the Comprehensive Planning Assistance Program will strengthen the City's municipal management decision making capabilities; and WHEREAS, the Comprehensive Planning Assistance Program will enable Portsmouth to develop a self-operable system includ- ing practical planning, management, and urban information system; and WHEREAS, this program would be employed to routinely and realistically evaluate community needs; and ~EREAS, this program will develop a dialogue between citizens and their City government to determine true attitudes and needs of citizens, to adjust program direction to compensate for these attitudes and needs and to inform the citizens of the true nature, intent and content of these programs; and WHEREAS, this program will define the City's needs and areas of funding available to meet those needs; and WHEREAS, the program will provide an integrated function- al group reporting directly to the decision makers responsible for the above activities; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORTSMOUTH: 1. That the application for a Comprehensive Planning Assistance Grant for the City of Portsmouth is hereby approved. 2. That Federal financial assistance is required to develop this program. 3. That it is fully cognizant of the obligations and' responsibilities that are imposed by a Federal contract for a grant to assist in completion of this program and it is the sense of this body that such obligations can and will be ful- filled. 4. That the filing of this application for Comprehen- sive Planning Assistance funding by the City of Portsmouth to assist in the development of its Community Planning and Manage-
