RESOLUTIO~ AUTHORIZING THE PORTSMOUTH REDEVELOPMENT AND HOUSING <br />AUTHORITY TO PROCEED WITH THE SURVEY AND PLANNING WORK FOR THE <br />SOUTHSIDE URBAN RENEWAL PROJECT, VA R-72. <br /> <br /> WHEREAS, under Title I of the Housing Act of t949, as <br />amended (herein referred to as "Title I"), the Secretary of <br />Housing and Urban Development is authorized to extend financial <br />assistance to local agencies in the elimination and prevention <br />of the spread of slums and urban blight through the planning <br />and undertaking of urban renewal projects; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Au- <br />thority, at the request of the Council, has investigated and <br />reported to the Council on the condition of that portion of <br />the City of Portsmouth, generally known as Southside Project, <br />VA R-72, and further described on the attached boundary des- <br />cription; and <br /> <br /> WHEREAS, it is desirable and in the public interest <br />that the Portsmouth Redevelopment and Housing Authority make <br />surveys and prepare plans, presently estimated to cost approxi- <br />mately Three ilundred Twenty-five Thousand Dollars ($325,000.00) <br />in order to undertake and carry out an urban renewal project of <br />the character contemplated by Section 110 (c) in the City of <br />Portsmouth, and State of Virginia, which is described on the <br />above-mentioned boundary description. <br /> <br /> NOW, THEREFOREr BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia: <br /> <br /> 1. That the proposed Urban Renewal Area described <br />above is a blighted, deteriorated, or deteriorating area appro- <br />priate for an urban renewal project and that certain areas <br />within the area described above appear to be deteriorating <br />and may be eligible for conservation as provided under Section <br />36-48.1, et. seq. of the Code of Virginia, 1950, as amended, <br />and it is so declared, and that the undertaking by the Ports- <br />mouth Redevelopment and Housing Authority of surveys and plans <br />for an urban renewal project of the character contemplated by <br />Section 110 (c) of Title I in the proposed Urban Renewal Area <br />is hereby approved. <br /> <br /> 2. That the financial assistance available under <br />Title I is needed to enable the Portsmouth Redevelopment and <br />Housing Authority to finance the planning and undertaking of <br />the p~oposed Project. <br /> <br /> <br />
