RESOLUTIO~ AUTHORIZING THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY TO PROCEED WITH THE SURVEY AND PLANNING WORK FOR THE SOUTHSIDE URBAN RENEWAL PROJECT, VA R-72. WHEREAS, under Title I of the Housing Act of t949, as amended (herein referred to as "Title I"), the Secretary of Housing and Urban Development is authorized to extend financial assistance to local agencies in the elimination and prevention of the spread of slums and urban blight through the planning and undertaking of urban renewal projects; and WHEREAS, the Portsmouth Redevelopment and Housing Au- thority, at the request of the Council, has investigated and reported to the Council on the condition of that portion of the City of Portsmouth, generally known as Southside Project, VA R-72, and further described on the attached boundary des- cription; and WHEREAS, it is desirable and in the public interest that the Portsmouth Redevelopment and Housing Authority make surveys and prepare plans, presently estimated to cost approxi- mately Three ilundred Twenty-five Thousand Dollars ($325,000.00) in order to undertake and carry out an urban renewal project of the character contemplated by Section 110 (c) in the City of Portsmouth, and State of Virginia, which is described on the above-mentioned boundary description. NOW, THEREFOREr BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the proposed Urban Renewal Area described above is a blighted, deteriorated, or deteriorating area appro- priate for an urban renewal project and that certain areas within the area described above appear to be deteriorating and may be eligible for conservation as provided under Section 36-48.1, et. seq. of the Code of Virginia, 1950, as amended, and it is so declared, and that the undertaking by the Ports- mouth Redevelopment and Housing Authority of surveys and plans for an urban renewal project of the character contemplated by Section 110 (c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the Portsmouth Redevelopment and Housing Authority to finance the planning and undertaking of the p~oposed Project.
