A RESOLUTION AUTHORIZING THE CITY MANAGER TO SELL CITY-OWNED <br />PROPERTY TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> WHEREAS, the City of Portsmouth is participating in <br /> the Northside Redevelopment Project designated as Va.
