3O A RESOLUTION APPROVING A GE?~EPA_L NEIGHBORHOOD RENE?~L PLA.~ FOR THE SOUTHSIDE ~IEA - VA. R-71. ~'~EREAS, pursuant to the provisions of Title I of the tIousing Act of 1949~ as amended, the Portsmouth Redevelop- ment and Housing Authority has entered into a contract, desig- nated Contract No. Va. R-71 (G-E) (A) with the FederaI Govern- ment pursuant to which the Government has made available to the Portsmouth Redevelopment and Housing Authority financial assistance for the preparation of a General ~]eichborhood Re- newal Plan for the General Neighborhood Renewal Area desig- nated as Southside in the City of Portsmouth~ Virginia~ and WHE~AS~ the Ports~outh Redevelopment and Housing Authority proposes to undertake with Federal financial assist- ance one or more urban renewal projects in the above-described General Neighborhood Renewal Area; and ~{EREAS, there has been prepared add referred to the Portsmouth City Council for review and approval a General l~eighborhood Renewal Plan for the General Eeighborhood Renew- al Area, dated [[ay, 1972, entitled, '~Southside General heighbor- hood Renewal Plan," consisting of seventeen pages and five hibits~ and ~q[EREAS, the General ?~eighborhood ~enewal Plan has been approved by the Comraissioners of the Portsmouth Redevelop- ment and Housing Authority~ as evidence6 by the copy of the Co~o~isszoners' duly certified resolution approving the General [[eighborhood Renewal Plan which is attached hereto; and ?lifE,HAS, there have also been presented to the Portsmouth City Council certain supplementary data, including data respecting esti]nated grant-in-aid requirements, relocation requirements, and resources, and ~overnmental~ actions required to carry out s=~n General ~eighborhood Renewal Plan; and ~iHEZEAS, a general plan is in existence smd is recognized and used as a guide for the general development of the City of Portsmouth as a whole; and also, there has been presented to the Secretary of Housing and Urban Development, and the Secretary has approved, a Workable Program for Community Improvement for the co~unity. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
