A RESOLUTION REQUESTING THE STATE HIGHWAY DEPARTMENT TO DIVERT A PORTION OF THE FUNDS PRESENTLY ALLOCATED FOR THE CONSTRUCTION OF A FOUR LANE BRIDGE AT WEST NORFOLK TO THE CONSTRUCTION OF TWO ADDITIONAL LANES ON THE CHURCHLAND BRIDGE. WHEREAS, the 1985 Major Thoroughfare Plan presently allocates funds for the construction of a four lane bridge at the West Norfolk crossing; and WHEREAS, the 1985 Major Thoroughfare Plan does not presently contain allocated funds for the construction of two additional lanes on the Churchland Bridge; and WHEREAS, due to traffic overloads and projected traffic growth, the status of the Churchtand Brid~e as a two l~ne crossing presents a safety hazard of increasln d~mensions, and gly grave WHEREAS, it is ' ..... t~e 3udgment of the Council of the City of ror=smoutn, V~rglnla, that the best interest and safe- ty of the citizens of Portsmouth would be better served by the immediate construction of two additional traffic lanes on the Churchland Bridge, and the eventual construction of a two lane structure at West Norfolk rather than the presently pro- posed four lane structure at West Norfolk. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it urgently requests that the State Highway Department divert, for the purpose of constructing two additional traffic lanes on the Churchland Bridge, that portion of those funds presently allocated for the construc=ion of two of the four lanes proposed for the new West Norfolk Bridge. BE IT FURTHER of Portsmouth, Virginia way Department coramence lanes on the Churchiand RESOLVED by the Council of the City , that it requests that the State High- construction of two additional traffic Bridge as soon as possible. BE IT FURTHER RESOLVED, that the City of Portsmouth shall pay fifteen (15) per cent of the total cost of such project.
