A RESOLUTIO~ CONCURRING~INTHEAMENDMENT OF THE CHARTER AGREE- MENT OF THE SOUTHEASTERN VIRG!NIA PLANNING DISTRICT COMMISSION TO PROVIDE FOR ALTERNATES FOR ME~BERS ?~OARE ELECTED OFFICIALS. WHEREAS, the Virginia ~ea Development Act authorizes Planning District Charter Agreements to provide for alternates for elected officials who are members of a planning district co~ission; and WHEREKS, the Southeastern Virginia Planning District Commission has recommended that its Charter be amended to pro- vide for alternates for members who are elected officials; and k~EREAS, the aforesaid Charter can be amended only upon the adoption of concurring resolutions by the governing bodies of two-thirds of the governmental subdivisions in the district; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it hereby concurs in amending the Charter Agreement of the Southeastern Virginia Planning District Com- mission by adding to Article II thereof, a new section n~ur~er- ed ~, such new section to read as follows: Section 7. Alternate Members. The governing body of a mem~ber goverD~enta! subdivision may appoint one of its members as an alternate member of the Commission to act in lieu of one of the elected officials from that jurisdiction who is a regular m~mber of the Commission. Such alternate member may substitute for such a regular member at a meeting of the Commission or one of its committees but shall not suc- ceed to any office of the Commission or one of its committees held by the regular member so replaced. The alternate member shall advise the chairman of any meeting of his presence and shall specify the member for whom he is substituting. An alter- nate member of the Co~mission may be removed from office at any time with, or without, cause by ~he appointing body. A_n alter- nate member who ceases to he a member of the appointing govern- ing body shall ipso facto cease to be an alternate member of the Commission. 2. The City Clerk is hereby directed to forward a certified copy of this resolution to the Southeastern Virginia Planning District Commission.
