3 <br /> <br />A RESOLUTION REQUESTING THE REPRESENTATIVES OF THE CITY OF PORTS- <br />MOUTH IN THE GENERAL ASSEMBLY TO INTRODUCE AND,VIGOROUSLY SUPPORT <br />LEGISLATION DURING THE 1973 SESSION OF THE ASSEMBLY AMENDING <br />SECTIONS 190 AND 192 OF THE APPROPRIATIONS ACT (CHAPTER 804 OF- <br /> <br />TEE ACTS BY THE GENERAL ASSEMBLY 1972) TO PROVIDE THAT THE APPRO- <br />PRIATIONS BY THE COMMONWEALTH OF VIRGINIA FOR LOCAL HEALTH DIS- <br />THICTS SHALL BE ENCUMBERED AND THAT SUCH APPROPRIATIONS SHALL <br />NOT LAPSE AT THE END OF THE BIENNIUM FOR WHICH SAID APPROPRIATIONS <br />ACT SHALL HAVE BEEN ADOPTED. <br /> <br /> WHEREAS, Sections 190 and 192 of the State Appropriations <br />Act of 1972 provide for the reversion of all unexpended balances at <br />the end of each biennum; and <br /> WHEREAS, no provision is made for the encumbrance of <br />funds for the payment for equipment that is ordered durxng one <br />biennium and not delivered until the next biennum; and <br /> <br />budget that does not contain an appropriation. <br />while the funds that were appropriated have reverted to the state <br />General Fund. <br /> NOW, THEREFORE, Be it resolved by the Council of the <br /> City of Portsmouth that the representatives of the City of Ports- <br /> mouth in the General Assembly be and are hereby requested to <br /> introduoe and vigorously support legislation during the 1973 <br /> session of the Assembly amending Sections 190 and 192 of the Ap- <br /> propriations Act (Chapter 804 of the Acts of the General Assembly <br /> 1972) to provide that the appropriations by the Commonwealth of <br /> Virginia for.local heal~ dist~iots shall be_en~u~r~=a~ ~t <br /> such appropriations shall not lapse or rever~ <br /> biennium for which said Appropriations Act shall have been adopted. <br /> A~opted by the Council of the City of Portsmouth, vir- <br /> ginia, at a meeting held January 9, 1973. <br /> <br />Teste: <br /> <br /> <br />
