10 <br /> <br />A RESOLUTION IN SUPPORT OF DEVELOPMENT OF A REGIONAL PHYSICAL <br />FACILITIES PROGRAM AS AN ALTERNATIVE TO INCARCERATION OR OPEN <br />PROBATION FOR DELINQUENT CHILDREN. <br /> <br /> WHEREAS, the Center for Metropolitan Studies of Old <br />Dominion University has completed the "Juvenile Facilities <br />Study" showing a need for meaningful alternatives to incar- <br />ceration or open probation for delinquent children; and <br /> <br /> WHEREAS, studies made by the State Department of <br />Welfare and Institutions confirm the need for such alterna- <br />tives; and <br /> <br /> WHEREAS, the Juvenile Counselling Coordinating Com- <br />mittee of the Southeastern Virginia Planning District Commission <br />has been charged with the responsibility of developing suitable <br />programs to fulfill these needs; and <br /> <br /> WHEREAS, the Juvenile Counselling Coordinating Com- <br />mittee has generated a Comprehensive Physical 'Facilities System <br />Program which is more fully described in the report of said <br />committee on file with this Council; and <br /> <br /> WHEREAS, the proposed program has been shown to be a <br />valuable response to the problems of dealing with delinquent <br />children. <br /> <br /> NO~, T~tEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that this Council does hereby ap- <br />prove and support the Comprehensive Physical Facilities System <br />Program as a sound approach to problems of juvenile corrections <br />in this region. <br /> <br /> · .
