63 A RESOLUTION REQUESTING THAT THE JUDGES OF THE CIRCUIT COURT OF THE CITY OF PORTSMOUTH, VIRGINIA, ORDER THE IMPANELLING OF A SPECIAL GR3LND JURY FOR THE PURPOSE OF INVESTIGATING ALLEGATIONS OF OFFICIAL MISCONDUCT AND CRIMINAL VIOLATIONS BY MEMBERS OF THE POLICE DEPARTMENT OF T~tE CITY OF PORTSMOUTH. WHEREAS, investigations conducted by Virginia State Police have resulted in serious allegations of official mis- conduct and criminal violations by members of the Police Depart- ment of the City of Portsmouth, Virginia; and WHEREAS, such allegations must be thoroughly and re- sponsibly investigated in order that the truth or falsity of these charges may be determined and that appropriate action may be taken toward the end that the citizens of Portsmouth be afforded the best possible police protection and law enforce- ment; and WHEREAS, one of the methods available to investigate such allegations is the utilization of a special grand jury impanelled pursuant to Section 19.1-149 of the Code of Virginia, 1950, as amended; and WHEREAS, it is the sense of the Council of the City of Portsmouth, Virginia, that the interests of the citizens and the welfare of the city as a whole would best be served by the impanelling of such a special grand jury; and WHEREAS, the Commonwealth's Attorney of the City of Portsmouth concurs with the Council that such a special grand jury should be ordered and impanelled. NOW, THEREFORE, BE IT RESOLVED by the Council of City of Portsmouth, Virginia that it hereby requests that the Judges of the Circuit Court of the City of Portsmouth impanel a special grand jury for the purpose of investigating allegations of official misconduct and criminal violations by members of the Police Department of the City of Portsmouth and determining the truth or falsity of such charges.
