A RESOLUTION TO AUTHORIZE T~ CITY ~NAGER AND THE DIRECTOR OF PUBLIC UTILITIES TO SIGN APPLICATIONS TO THE E~P~IKO~[~LENTAL PRO- TECTION AGENCY, UNITED STATES OF A~ERICA, FOR THE GRAN? OF FEDERAL FUNDS FOR THE CONSTRUCTION OF ~STE WATER TREATMENT FACILITIES. WHEREAS, the Federal Water Pollution Control Admini- stration, Department of the Interior of the United States of America and its successor, the Environmental Protection Agency, requires that a resolution authorizing signatures on applica- tions for federal funds specify the name of the individual or individuals so authorized to szgn such applications; and WHEREAS, A. P. Johnson, Jr., is the City Manager of the City of Portsmouth, Virginia, and P. J. Brady is the Di- rector of the Department of Public Utilities of said City; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager, A. P. Johnson, Jr., and the Director of Public Utilities, P. J. Brady, are each hereby authorized to execute and file applications on behalf of the City of Portsmouth,~ Virginia, with the Environ- mental Protection Agency for grants to aid in financing the consr_ruction of waste water (sewage) treatment, works and faci- lities under the provisions of Public Law 660 84th Congress, as amended, and the said A. P. Johnson, Jr., and P. J. Brady are each authorized to execute any documents required as a con- dition for consideration of such applications or which may be appended as an exhibit to an application for the grant of such federal funds.
