25 A RESOLUTION EXPRESSING THE SENSE OF COUNCIL T~AT IT WOULD BE BENEFICIAL FOR ALL COUNCILM. EN AND COUNCIL CANDIDATES TO DISCLOSE THEIR FINANCIALINTER~STS.~ WHEREAS, it is the sense of the Council of the City of Portsmouth that efficient and responsive Goverment is fostered when citizens are knowledgeable as to the background of their elected officials; and WHEREAS, it is the sense of Council that more complete ~uowledge of the background of candidates for Council is bene- ficial to the qualified Voters of the City in determining how to intelligently cast their ballots; and - WHEREAS, it is the bei~ez~ - of Council that in order to appropriately inform the citizenry of the background of council- men and candidates for Counci!~ all such councilmen and candi- dates should fully disclose their financial holdings. NOW, THEREFOREt BE IT RESOLVED by the Council of the City of Portsmouth V' ~ ' , !rg~n!a, that it strongly urges that all councilmen and candidates for Council disclose the following: 1. Ail real estate interests or holdings; 2. All shares of stock or other securities; 3. All interests of qreater than 25% in any partnership or corporate entity. BE IT FURTHER RESOLVED that all such disclosures should be m~de in writing to the City Clerk by all councilmen on or be- fore April 26, 1974~ and between December 1 and December 31 of each year thereafter, and further tha~ all present councilmen also be required to disclose the above as of the date of their election to Council. BE IT FURTHER RESOLVED that all candidates for the of- fice of Mayor or councilman shall make such disclosures in writing to the City Clerk on or before Ap_llr' 26, 1974, and no later than 10 days prior to the date of any future election for Council or Mayor. BE IT FURTHER RESOLVED that such disclosure shall sub- stantially set forth an accurate description of such real estate as to size and location~ and of such shares or interests~ as to the amount thereof and the entity involved.
