A RESOLUTION REVISING CERTAIN PROCEDURES TO BE FOLLOWED BY THE COUNCIL OF THE CItY OF PORTSMOUTH AND THE SCHOOL BOARD OF THE CITY OF ORTS~.iOU~H IN THE CONSTRUCTIO;~ OF NEW SCHOOLS. WHEREAS, it is the mutual desire of this Council and the School Board of the City of Portsmouth to control and mini- mlze costs associated with the construction of new schools; and necessity and ~EREAS, the Council and the School Board concur in the for ~' ' estab±tsn!ng procedures to accomplish this purpose; %~ER~AS, the Council and the School Board have agreed that the procedures set forth hereinafter are appropriate and sufficient to govern the acquisition of real property and the construction of new schools thereon. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virglnia, that the following procedure is hereby adopted and approved as the official school construction procedure to be utilized by School Board and this Council in construction of new schools: SCHOOL CO~[STRU=zIO~ PROCEDURE 1. Proposed school be included in the City's Capital Improvement Budget. 2. Estimated cost of school shall include all architect fees, engineering fees, construction cost and fu~nlshlngs. School Board upon receipt of recommendation from Planning Co~issisn selects site. School Board by resolution requests City Council to appro- priate funds for purchase of site. 5. City purchases site and conveys to School Board with rever- sionary clause. 6. School Board by resolution requests City Council to appro- - priate funds to defray cosk of architect and planning fees. School Board interviews, selects, and co~misslons architect, with the City Engineer serving as consultant to the Super- intendent and City Manager.
