16 <br /> <br />A RESOLUTION ESTABLISHING PROcEDuReS TO BE FOL~O~,.~ED BY THE COUNCIL <br />OF THE CITY OF POR,S, iOUT~i AND TIlE SCiiOOL BOARD OF THE CITY OF <br />PORTS~'~OU%'H IN T~E CONSTRUCTION OF NEW SCi-.'OOLS. <br /> <br /> WHEREAS, it is the mutual desire of this Council and <br />the School Board of the City of Portsmouth to control and mini- <br />mize costs associated with the construction of new SChOOlS;' ] and <br /> <br />necessity <br />and <br /> <br />~KIER~AS, the Council and the School Board concur in the <br />for establishing procedures to accomplish this purpose; <br /> <br /> WHEREAS, the Council and the School Board have agreed <br />that the procedures set forth hereinafter are appropriate and <br />sufficient to govern the acquisition of real property and the <br />construction of new schools thereon. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that the following procedure is <br />hereby adopted and approved as the official school construction <br />procedure to be utilized by School Board and this Council in <br />construction of new schools: <br /> <br />SCHOOL CONSTRUCTION PROCEDURE <br /> <br />1. Proposed school be included in the City's Capital Improvement <br /> Budget. <br /> <br />2. Estimated cost of school shall include all architect fees, <br /> engineering fees, construction cost and furnishings. <br /> <br />3. School Board upon receipt of recommendation from Planning <br /> Commission selects site. <br /> <br />4. School Board by resolution requests City Council to appro- <br /> priate funds for purchase of site. <br /> <br />City purchases site and conveys to School Board with rever- <br />sionary clause. <br /> <br />School Board by resolution requests City Council to appro- <br />priate funds to defray cost of architect and planning fees. <br /> <br />School Board interviews, selects, <br />with the City Engineer serving as <br />intendent and City Manager. <br /> <br />and commissions architect, <br />consultant to the Super- <br /> <br /> <br />
