99 <br /> <br />A RESOLUTION RECOGNIZIMG THE EXISTENCE ©F CERTAIN ECONOMIC <br />PROBLEMS AND SUPPORTING THE EFFORTS OF T~ STOP ORGANIZATION <br />TO ALLEVIATE THOSE PROBLEMS. <br /> <br /> WHEREAS, the President of the United States has called <br />upon the Nation to face many problems resulting from inflation; and <br /> %,~EREAS, the citizens of the Southeastern Tidewater Area <br />comprising Planning District 20 are faced this winter with spiral- <br />ing increases in the cost of living, particularly with respect to <br />fuel, food, clothing, adequate home equipment, and transportation; <br />and <br /> <br /> ~HEREAS, those most hurt by inflation and resultant <br />spiraling cost of living are the elderly, the handicapped, the <br />poor and others on fixed or limited income; and <br /> <br /> ~HEREAS, these same citizens are most in need of infor- <br />mation and outreach services; and <br /> <br /> ~HER~AS, these groups of persons are most vulnerable to <br />emergency crises; and <br /> <br /> ~rHEREAS, such emergency needs place a greater burden <br />and hardship on those local governmental agencies, co~unity- <br />oriented groups, religious organizations and citizen-action <br />groups, either charged with the responsibility of assisting those <br />in need or volunteering emergency assistance to persons in .need; <br />and <br /> <br /> ¥~[ER~AS, it would be most practical and thus beneficial <br />to all concerned parties if a centralized system could be estab- <br />lished to deal with emergency problems in Planning District 20; and <br /> <br /> WHEREAS, many emergencies tend to occur after working <br />hours and particularly on weekends. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that: <br /> <br /> 1. This Council acknowledges the existence of a critical <br />shortage in vital serviceS and materials in Tidewater, ex~eciatty <br />for individuals who are elderly, handicapped, poor and others on <br />fixed income; and be further resolved that: <br /> <br /> 2. The Council recognmzes a need for the establishment <br />of a centralized system through which to pull together all possible <br />~ergency resources and through which to help the citizen in a- <br />crisis situation with these resources in an expedient manner; and <br />be it resolved that: <br /> <br /> <br />
