OPPOSING TilE D~R~.t~ ~- ~R~ PROPOSED <br /> <br /> WHER~AS~ Title XX of the Social Security Act has <br />been amended and will be implemented on October !, 1975; and <br /> <br /> %,~EREAS, said Title XX is directed at five (5) <br />national goals pertaining to welfare recipients: Self support; <br />self sufficiency, preventing or r~edying abuse, neglect or <br />exploitation; preventing institutionalization; and securing <br />institutional care when necessary; and <br /> <br /> ~%TAEREAS, a proposed Comprehensive Plan has been <br />developed by the Department of welfare of the Commonwealth of <br />Virginia to implement Title XX concerning eligibility recipients <br />and allocation of funds; and <br /> WHEREAS, the Citizens Advisory Commission has considered <br /> such proposed comprehensive plan and made recon~nendations per- <br /> taining thereto. <br /> <br /> BE IT RESOLVED by the Council of the City of Ports- <br /> mouth, Virginia, that it endorses the expansion of social <br /> Services provided in Title XX of the amende~ social Security <br /> Act. <br /> <br /> BE IT FURTHER RESOLVED that the Council strongly <br /> urges the Department of Walfare to amend its Comprehensive <br /> Plan for providing the expanded social services provided in <br /> Title XX as follows: <br /> <br /> a. Rather than allocate funds based upon total <br />population, funds should be allocated based upon proven <br />experience of total expenditures in the ten (10) major catagories <br />of assistance covering the period of time from July 1~ 1974 to <br />March 31, 1975. <br /> <br />b. Eligibility of person should be fixed at forty <br />(40%) percent of the median state income rather than as proposed <br />at sixty (60%) percent because of fiscal restraints in the number <br />of persons who would be eligible for such increased services. <br /> c. State agencies and state agency vendor contracts <br /> should not be funded under Title XX as these funds were intend- <br /> ed for local use and determination. <br /> <br /> <br />
