72 <br /> <br />A RESOLUTION RECOGNIZING AND COMMENDING D. BART FRYE, JR., FOR <br />BEING AWARDED THE "CERTIFICATE OF MERIT" BY THE OFFICE OF THE <br />ASSISTANT SECRETARY OF HOUSIN~MANAGEMENT OF THE U. S. DEPART- <br />MENT OF HOUSING AND URBAN DEVELOPMENT. <br /> <br /> WHEREAS, D. Bart Frye, Jr., Executive Director of the <br />Portsmouth Redevelopment and Housing Authority was awarded the <br />"Certificate of Merit" in recognition of his leadership in the <br />development of one of the most successful limited income housing <br />~programs in the United States and for his national contributions <br />towards the field of housing on the 17th day of June, 1975, in <br />the City of Miami, Florida. <br /> HOW~ THEREFORE, BE IT RESOLVED by the Council of the <br /> City of Portsmouth that it does recognize and commend D. Hart <br /> Frye, Jr., Executive Director of the Portsmouth Redevelopment and <br /> Housing Authority for having been awarded by the office of the <br /> Assistant Secretary of Housing Management of the U. S. Depart- <br /> ment of Housing and Urban Development the "Certificate of Merit" <br /> for his leadership in the development of one of the most success- <br /> f~l li~ited ~ncome hous~n~ prog~&~s ~n u~ u~e~ States ~= for <br /> his national contributions towards the field of housing. <br /> BE IT FURTHER RESOLVED that this Council does hereby <br /> express its congratulations to D. Bart. Frye, Jr., for such an <br /> achievement. <br /> BE IT FURTHER RESOLVED that a copy of this resolution <br /> be presented to D.
