64 A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH ENDORSING · THE PROJECT ENTITLED, "OPERATION SAIL 1976~" IN CELEBRATION OF THE NATION'S INDEPENDENCE BICENTENNIAL, ENDORSING THE VISIT OF SOM~ OF THE SHIPS IN "OPERATION SAIL 1976" TO THE PORT OF TON ROADS AND SUPPORTING AN~ AGREEING TO PARTICIPATE IN A JOINT CELEBRATION WITH TP~ OTHER CITIES OF EASTERN VIRGINIA IN CON- NECTION WITH THE PROJECT. ?~EREAS, in connection with the celebration of the Nation's Independence Bicentennial, a project entitled, "Operation Sale 1975", has been established in which project the United States and other countries of the world will participate; and WHEREAS~ it is expected that more than one hundred sail- Lug ships along with other ships, some of other countries, will participate; and ?~4EREAS, the project will begin with a transatlantic race that is to culminate in a parade of ships into New York harbor on July 4, 1976; and WHEREAS, certain of these ships will then depart from New York and will visit various ports of the United States; and ~EREAS, the Virginia Independence Bicentennial Com- mission is endorsing the visit of some of these ships to the Port of Hampton Roads; and ~MEREAS~ the Governor of Virginia has pledged the sup- port of the Commonwealth of Virginia and has requested the cities of Hampton Roads to endorse the project and to jointly partici- pate. NOW~ THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth tb~t the Council of the City of Portsmouth ~n- dorses the project entitled, "Operation Sail 1976:', in celebration of the Nation's independence Bicentennial. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth endorses the visit of som~ of the ships in "Operation Sail 1976" to the Port of Hampton Roads. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth supports and agrees to participate in a joint ceiebra- tion along with the other c~les of Eastern Virginia in connection with the project.
